Fallout 4 Minutemen: The Settlement Numbers That Gate Everything
Short answer: the Minutemen stay friendly whichever of the Institute, Brotherhood of Steel or Railroad you ally with — which makes them the safety net for a playthrough where every other door has closed. The second thing worth knowing is that when Preston stops offering quests, the blocker is a number, not a dialogue choice. Retaking the Castle needs 3–4 allied settlements, ending the Institute needs eight, and dropping the Prydwen needs an artillery piece in each of five different settlements, each with a settler assigned.
Checked against Nukapedia on 19 September 2026. The game is still being updated: the most recent at the time of writing is "Fallout 4 Update - August 18th" (18 August 2026), covering the game, Creations, the Creation Kit and fixes. The 27 May 2026 update before it dealt with Creations storage and fixes. Neither contains a change to Minutemen quests. This article does not quote platform build numbers, because the official announcements did not give per-platform versions.
Four things to settle first

The safety net, and its actual conditions
Nukapedia states that the Minutemen are neutral among the four factions and stay friendly whether you ally with the Institute, the Brotherhood or the Railroad — and equally, that you can skip all three and run the main quest through the Minutemen alone.
Where that matters is failure. If you get banished from the Institute for any reason, every Institute quest fails. What happens next depends on how many settlements you hold at that moment:
- Fewer than eight — Form Ranks begins and stays active until you have recruited eight
- Eight or more — Form Ranks is skipped and you go straight to Defend the Castle, the Institute's retaliation
- Survive that and The Nuclear Option (Minutemen) opens
So banishment does not instantly put you on the Castle walls. If your settlement count is short, you are sent to go and fix that first. The point is that the final door never closes — which is the strongest argument for keeping the Minutemen ticking over on a first playthrough.
"Neutral" is not the same as "never hostile"
Do not read neutrality too broadly. There is one scripted campaign in which the Minutemen destroy another faction.
- Brotherhood of Steel — once you have made them hostile and met the conditions, With Our Powers Combined has the Minutemen shoot down the Prydwen. That is a Minutemen offensive by any reading. It follows the Minutemen or Brotherhood version of The Nuclear Option only — the Railroad version destroys the Prydwen itself, so the quest never appears
- Nuka-World raiders — take settlements as the Overboss and Minutemen troops attack on sight near the settlements you intend to claim
The accurate statement is: neutral with respect to the ordinary faction choices, but capable of turning hostile as a result of what you do.
The blockers are numeric
Taking Independence: 3–4 settlements
The source contradicts itself here, so this article does not pick a winner. Nukapedia's faction page says the quest triggers after a minimum of three allied settlements; the quest page says you need at least four recruited. Get to four before talking to Preston and the discrepancy stops mattering.
Finishing it restores the Castle's transmitter and puts Radio Freedom back on the air. That is when settlement requests start reaching you over the radio — not before.
The Institute: eight settlements
Both pages agree on this one. Form Ranks stays active until you have recruited eight settlements, and is skipped entirely if you already have eight or more. The Nuclear Option carries the same condition.
You gain settlements two ways: listen to Radio Freedom, or talk to Preston for the next request. Hit eight and the Institute attacks the Castle.
The Prydwen: five settlements with artillery
"Five artillery pieces" is the wrong way to remember this. The requirement is one artillery piece in each of five different settlements you own, each with a settler assigned to it. Five guns in one settlement does not satisfy it.
You cannot build artillery at all until Old Guns gives you the schematic, so if you want the option of removing the Brotherhood later, do not skip Old Guns.
With five manned, ask the Minutemen radio operator at the Castle to give the strike order. The Prydwen goes down, and Brotherhood vertibirds counterattack the Castle immediately afterwards.
About Preston's endless settlement requests
The Minutemen's reputation is built on Preston handing you settlement quests forever — "another settlement needs your help".
A Japanese community wiki for the console release reports that this has calmed down: once you have cleared the quests needed to reach Taking Independence, Garvey behaves as an ordinary companion, Radio Freedom stops generating emergencies, and afterwards only a minimum of quests appear alongside main-quest progress.
That is a community wiki's account, not something confirmed in official patch notes, and the same page notes that the old loop can apparently restart under some conditions. Treat it as "widely reported to be less relentless than it was", not as documented behaviour.
Worth knowing either way: Troubled Waters (Greygarden), Out of the Fire (Finch Farm) and Returning the Favor (Abernathy Farm) each unlock that location as a workshop on completion. They get lumped in with the filler, but they raise the settlement count — the number gating everything above.
How they interlock with the other factions
- Institute — banishment fails every Institute quest, and you resume at Form Ranks or Defend the Castle depending on your settlement count. The mirror image of our Institute walkthrough
- Brotherhood of Steel — turn hostile after The Nuclear Option and With Our Powers Combined appears; win and you inherit their vertibirds. Compare with the Brotherhood route, which commits you far earlier
- Railroad — no Minutemen scenario attacks them, but skip the optional evacuation order in The Nuclear Option and they turn hostile regardless. Keep that objective if you want the Railroad intact
- Nuka-World raiders — claiming settlements as the Overboss stalls Minutemen progress. It is not strictly a one-way door: Open Season, which wipes out the raider bosses, remains available — and Preston himself can be the one who offers it. Read the Nuka-World territory guide first if you want both
