Fallout 4 Nuka-World: Gang Choice & Open Season

Short answer: the only decision in Nuka-World that you cannot walk back is whether you stay Overboss or wipe the gangs out in Open Season. Everything else — which gang gets which park — is recoverable. Two things people get wrong: siding with the raiders costs you the Minutemen, not your main-story ending, and one gang always betrays you, because eight territories cannot be split three ways. If you plan to kill the gangs, doing it straight out of the Gauntlet costs you almost nothing.

Written for the PC version after the next-gen update. Bethesda's patch notes were checked on September 2, 2026; the most recent update (August 18, 2026) raised the BA2 archive limit for mods and lists no Nuka-World quest changes. Nuka-World shipped in August 2016 and is included in the Season Pass and the Game of the Year Edition.

The two decisions that matter

Getting in, and the point of no return

At level 30 the Nuka-Cola Family radio station appears on your Pip-Boy and puts the Nuka-World transit center on your map. You can go earlier, but Commander Kaylor and the Gunners outside are dangerous: Kaylor spawns at level 38 at minimum regardless of your level, and the game's own warning text recommends level 30.

Inside, Harvey plays wounded and claims raiders took his family. Using a stimpak on him opens several hard speech checks that make him admit he is bait — but he hands over the terminal password no matter which options you pick, so the checks are flavor, not a gate.

Boarding the monorail is one-way. Restore power, activate the cockpit, and you are committed. Sort your inventory before you do.

Colter: you need the Thirst Zapper, not Quantum

Colter's overboss power armor draws current from the Cola-cars arena, which makes him all but immune to normal damage. The counter is water.

  1. Talk to Gage over the intercom in the locker room and grab the Thirst Zapper from the lockers.
  2. Pull the fusion core from the generator in the back room. Arena power drops by 30% and Gage comments on it.
  3. During the fight, hit Colter with the Thirst Zapper to short out the field, then damage him normally in the window that opens.

You do not need the Quantum-fueled mod for this. The stock squirt gun shorts him out. You also cannot pickpocket or shoot out his fusion core. Killing him without the Zapper — V.A.T.S. criticals, reverse-pickpocketed explosives — works, and the game still treats it as though you used it.

Colter's level tracks the Gunner spawn pool and lands on the rank just above yours, so at level 30 he arrives with level 38 Gunner sergeant stats. Coming in underleveled does not make him easier. His armor takes no durability loss while he wears it, so you always loot a full set.

In An Ambitious Plan you visit Nisha of the Disciples at Fizztop Mountain, Mags and William Black of the Operators at the Parlor, and Mason of the Pack at Bradberton Amphitheater, in any order. A medium Charisma check on Gage gets him to spell out what each gang respects: the Disciples want violence, the Operators want money, the Pack wants a show of strength.

Mason is also where you pick up The Problem Solver, and the condition is fussy. Use only the right-hand (rude) responses and the final Charisma check drops from hard to medium. Up-arrow questions are safe, but a single left or down answer locks the weapon out entirely.

The five parks and their quests

Clear a park, then raise a gang's flag to assign it. Each one pays out a chest of spoils, with 400+ XP for the chain. The Galactic Zone flag is the odd one out — it sits on the second floor of Starport Nuka.

How the eight territories decide who betrays you

This is the mechanic worth knowing before you start handing out flags.

Power Play triggers when you establish your third Commonwealth outpost. The game counts the eight territories handed out so far — five parks plus three outposts — and the gang with the fewest rebels and seizes the Nuka-World power plant. Eight does not divide by three, so somebody always turns on you. If two gangs tie for fewest, the game picks one at random.

The traitor boss makes a last stand on the power plant roof. Loot the control room key from the body, switch on main power, then talk to the two surviving leaders and Gage to collect:

Pack Alpha's damage reduction applies no matter what weapon you carry, which makes it the least build-dependent of the three.

Planning the split so you keep the perks you want

The wiki's perk pages are explicit about the loophole: a gang that received zero parks during The Grand Tour still grants its perk if you give it all three Commonwealth outposts. So the reliable plan is:

  • Pick the gang you are willing to lose and give it nothing — no parks, no outposts. It ends up with the fewest and rebels.
  • Split five parks and three outposts between the other two. Both perks and both weapons are then guaranteed.
  • If you have no preference, keep the Pack. Pack Alpha helps every build.

What it costs in the Commonwealth: Preston and the Minutemen

"Nuka-World locks out the Minutemen" is repeated a lot, and it is imprecise. The specific actions matter:

  • If Preston is not with you during Taken for a Ride, becoming Overboss does not turn him. If he is present, he demands you drop the raiders — ignore him and the Minutemen go hostile; agree and he simply stops being available as a companion.
  • Planting the flag is the real trigger. Establishing a raider outpost and raising a gang flag drops his affinity to the floor even if he was nowhere near it.
  • While that stands, the Minutemen questline will not advance, though he reverts to friendly during main quests that involve the Minutemen. Minutemen soldiers (or veterans, if you have not rebuilt the militia) will also attack you on sight as you approach a settlement you intend to capture.
  • Open Season reopens the Minutemen questline, but it does not give Preston back as a companion. The wiki is explicit: once you have helped the raiders take Commonwealth settlements during Home Sweet Home, he will work with you again after Open Season, but he is permanently unrecruitable as a companion.
  • The escape hatch is sequencing. Finish Open Season before you ever meet Preston and he never brings it up at all, and becoming Overboss before you are made General means his affinity never falls far enough to strand him, because he was never recruited.

So what you lose is Preston as a companion, plus the Minutemen questline until Open Season closes it out — not the main story's four-way faction choice. See the main quest endings guide for how that branch actually works.

Open Season: earlier is cheaper

Open Season is available any time after you exit the Gauntlet, and starts three ways:

  • Talk to Mackenzie Bridgeman in the Nuka-Town market.
  • Openly murder any gang member, named or not.
  • Accept Preston's order, if you became Overboss before completing The First Step.

The job is executing Nisha at Fizztop Mountain, Mags and William at the Parlor, and Mason at Bradberton Amphitheater. The moment the first leader dies, every raider in the park turns hostile, Shank included. Cappy's Cafe and the Nuka-Town market have to be cleared too, and the total body count runs to eighty or more named and unnamed gang members. Report back to Mackenzie to close it out.

Timing changes the outcome

Run immediately after Taken for a Ride, you lose remarkably little:

  • Still available: A Magical Kingdom, A World of Refreshment, High Noon at the Gulch, Safari Adventure and Star Control all start as you approach each area, and clearing them still unlocks their workshop objects. Cappy in a Haystack, Precious Medals and Trip to the Stars remain available too.
  • Gone: Amoral Combat and every raider radiant quest, plus all three gang perks and Gage.
  • If you did not kill him, Gage stays put at the Fizztop Grille. He will not turn hostile, but you can no longer interact with him at all.

Wait until after you have assigned parks, and those parks stay under their gangs' control and stay hostile after the quest ends. The same is true of any settlement you converted to an outpost, turrets included. Settle it before you raise any flags.

Restoring power at the plant afterwards opens the rest of the park, including three things that are otherwise unreachable:

  • The Dry Rock Gulch employee area — SCAV! issue #5
  • The Starport Nuka observation deck, one floor above Star Control — one star core
  • The secure beverageer lab through the Nuka-Cola bottling plant — Project Cobalt schematics

Only one settlement: Nuka-World Red Rocket

The add-on ships exactly one workshop settlement, and its workbench stays locked until you finish either Power Play or Open Season.

  • After Power Play: activating the workbench asks you to assign the location to one of the two surviving gangs. Four members spawn in immediately.
  • After Open Season: you build it as a normal settlement, and beacon-recruited settlers are ordinary Commonwealth settlers.

The build area is far larger than its Commonwealth namesake — comparable to Sanctuary Hills or Starlight Drive In — with nine raised furrows for crops to the south and a pool to the west that supports five standard water purifiers. Supply lines to it do not render on the map, but you can still assign settlers to routes connecting it to the Commonwealth; the logic in the supply line guide applies unchanged.

On the star cores: every five you install lets you permanently shut down one robot type, twenty makes every rogue robot friendly, and thirty-five opens the Quantum X-01 case. And one more note on Aaron Corbett — enter Nuka-World below level 30 and he will sell you a plasma gun or a Gauss rifle far earlier than any other weapons merchant in the game.   • Aeternus is unreachable if Open Season precedes The Grand Tour; after The Grand Tour the fights still trigger post-Open Season, just far more slowly
