WHY PLAYERS GET STUCK
The 5th bag is not from a DLC or later act. You must enter Elite and return to Rover's Camp in Act 2. If you are stuck at 4 bags, this is usually why.
WALKTHROUGH
- 1Enter Elite difficulty
- ▸Progress through Normal/Veteran and unlock Elite.
- ▸Advance Elite Act 1, leave west from Burrwitch Village, and reach the Arkovian Foothills Rift.
- 2Take the quest again from Bernard in Elite Rover's Camp
- ▸Even if cleared on Normal, Elite has its own quest state.
- ▸Bring 1 Dynamite again.
- 3Clear the roadblock again
- ▸Use Dynamite on the barricade northwest of Rover's Camp, just like the Normal version.
- ▸Elite applies resistance penalties, so be more careful around enemies.
- 4Report to Bernard and receive the final bag
- ▸After reporting, your 5th inventory bag unlocks.
- ▸That completes inventory bag expansion. Ultimate does not add another one.
STILL LOST?
If you are missing the 5th bag, go to Rover's Camp in Elite Act 2 and check Bernard's Clearing the Way.
Bag reward lists look like 4 quest names, but Clearing the Way rewards another bag on Elite, for 5 total.
